Merge #4941

4941: Implement the binary quantization in meilisearch r=irevoire a=irevoire

## What does this PR do?
- Add a settings for the binary quantization
- Once enabled, the bq cannot be disabled

TODO:
- [ ] Missing a bunch of tests
